This handbook is published by OHCHR as a guide to civil society actors who are active in the promotion, protection and advancing of human rights all around the world. With civil society actors the publication points to NGO's, unions, groups, movements, etc.
According to the report a strong civil society is a key factor in the fight for human rigths.
The handbook is built up in  sections. The first section is an introduction to the OHCHR followed by its training and fellowship program; then there is a chapter on publications and a presentation of the existing human rights bodies and mechanisms. The final chapter is dedicated to funds and grants.
