Summary
Up to recent dates both, the Administration and the social agents were recognizing the inefficiency of the contingent (quota) as policy of control of migratory flows, agreeing both of them, that actually, it was a concealed regularization. This situation tried to be settled by the argued Immigration law 4/2000, in which, for the concrete case of the seasonal agricultural tasks, it was established the modality of "contracting in origin". The later modifications of the Law and its two "Regulations of development" approved up to the date, have kept this instrument as route for the control of migratory flows.

The worker comes to Spain with a contract of work, knowing from the very beginning his sociolabor conditions, with a worthy housing, and that, once concluded, he will have to return to his country, being this an obligatory condition to be able to return in the following campaign. The previous concealed regularization is solved also now forcing the businessman who wants to make use of this modality of contracting, to carry out a generic offer, without possibility of determining in advance the concrete person who wants to contract. Only from the second year, and providing that the worker had kept with the step of return in term and form, the bussinesman will be able to present a nominative offer in his favour: this is what is known as a "repeater".
