Summary

Victims of human trafficking as a group do not fall within the mandate of the Office of the United Nations High Commissioner for Refugees (UNHCR). Nonetheless, individual trafficking victims can trigger the Office's engagement when their particular situation brings them within UNHCR's area of responsibility. The Office's involvement with these individuals usually relates to three important activities. Firstly, the UNHCR has a responsibility to ensure that refugees, internally displaced persons (IDPs), stateless persons and other persons of concern do not become victims of human trafficking. Secondly, UNHCR has a responsibility to ensure that individuals who have been trafficked and who have a well-founded fear persecution if returned to their countries of origin.
