Summary

Challenges and Opportunities on the Threshold of the 60th Anniversary of the Universal Declaration of Human Rights considers the human rights framework governing migration, arguing that migrants are not simply agents of development, but human beings with rights which States, exercising their sovereign right to determine who enters and remains in their territory, have an obligation to protect. Indeed, respecting and protecting the human rights of migrants enables them to contribute to development and share in its benefits; this includes the development of migrants, their countries of origin and their host countries. The report seeks to provide States with guidance in order to promote lawful conditions of migration and manage it using a human rights-based approach.
