Summary
The Global Overview provides an analysis of the world-wide internal displacement crisis, refl ecting develop-ments in 2006. It is a unique report in that it is the onlycomprehensive and regularly published account of theglobal internal displacement situation. In addition toan analysis of developments at the global level, thereport also provides overviews of regional and the-matic trends. The year 2006 saw a sharp increase in the number ofpeople newly uprooted by confl ict, with the MiddleEast particularly hard hit by new internal displace-ment. As the global internal displacement crisis wors-ened considerably, the international community con-tinued its efforts to set up a functioning system capa-ble of responding to the needs of internally displacedpersons in a timely, predictable and comprehensivemanner when national governments are not able orwilling to do so. Although progress was made duringthe year to establish an improved response mechanism– the so-called cluster approach – in a few of the worsthumanitarian emergencies, implementation of thenew approach remains a challenge. This report contributs to a better understanding of the causes and effects of internal displacement and thus helps to advance solutions leading to the sustainable return or resettlement and eintegration of internally displaced populations worldwide.
