Summary
This report is part of an advocacy campaign which requests the Spanish authorities to abide by the principle of nonrefoulement of refugees during control and surveillance activities on Europe's southern border. Giving a positive answer to the question whether Spain should respect human rights beyond its territory, this report demands the State to fulfil its responsibilities under international human rights protection instruments also whenever it expands its jurisdiction beyond its borders. This report deals with Spain's responsibility regarding refugees under the Geneva Convention relating to the Status of Refugees, the UN Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, and the European Convention for the Protection of Human Rights and Fundamental Freedoms.
