The purpose of the present report is to fulfil the requirements of MC.DEC/14/04 on the 2004 OSCE Action Plan for the Promotion of Gender Equality which tasks the Secretary General with presenting to the Permanent Council an annual evaluation report on gender issues in the OSCE (paragraph 47). The report covers the period from May 2006 to May 2007, is organized according to the different sections of the Action Plan and drafted on the basis of inputs received from departments in the Secretariat, field operations and institutions and of the analysis made by the Gender Section. It provides an overview of efforts made to implement the Action plan as well as of significant challenges encountered throughout the OSCE Region by the relevant structures, institutions and field operations. The report is concluded with recommendations to address these challenges.
