- Summary
- The handbook points out what parliaments can do in the fight against trafficking in human beings. It highlights that national parliaments have a very important role to play in this field as they can create thepolitical and legislative climate for the successful development and implementation of anti-trafficking initiatives.For example,parliaments can: ratify the Council of Europe convention on the subject andany other international instrument related to trafficking inhuman beings; promote the signature by their governments of this conventionand any other international instrument related to traffickingin human beings; draft and ratify bilateral and multilateral agreements to makecertain acts criminal offences, as harmonisation facilitatesaction against crime; allocate sufficient funds for anti-trafficking programmes,which include prevention measures, implementation of assistanceprogrammes, awareness raising campaigns as well as theprotection of victims and compensation for the suffering.
