- This report is concerned with decisions at first instance. The workings of the proposed appeals process before the new Protection Review Tribunal is beyond the scope of this report. Equally, this report does not focus on issues around qualification, that is to say who is entitled to refugee status or subsidiary protection. These are important issues - but for a different study. This report is designed to influence policymakers and to inform the public. It is hoped that it will shape the work underway to design the new single procedure.
