- The U.S. annual Trafficking in Persons Report analyses efforts of governments worldwide to combat severe forms of trafficking in persons. It serves as the primary diplomatic tool through which the U.S. government encourages partnership in the fight against forced labour, sexual exploitation, and modern-day slavery. The report, published annually by the Office to Monitor and Combat Trafficking in Persons assigns countries into Tiers: Tier 1, Tier 2, Tier 2 Watch List, and Tier 3. A country falls into Tier 3 if the U.S. finds that its government is not making a significant effort to combat human trafficking and "can be sanctioned if it does not take seriously antislavery action in the next 90 days". Sanctions are formulated in the "Presidential Determination with Respect to Foreign Governments' Efforts Regarding Trafficking in Persons". For 2007, the list of countries on Tier 3 has grown to a total of 16 countries, seven of which dropped down to Tier 3 this year: Algeria, Bahrain, Equatorial Guinea, Kuwait, Malaysia, Oman and Qatar.
