Summary
The 2006 report covers the following areas of PICUM's work: Monitoring and Reporting, Capacity Building, Advocacy, Awareness Raising as well as the issues related to Global Actors on International Migration. As far as monitoring and reporting to improve the understanding of issues related to the protection of the human rights of undocumented migrants are concerned, PICUM reported on the social exclusion of undocumented migrants and supported the exchange of good practices regarding the protection of rights of undocumented migrants in Europe. In the field of capacity building, PICUM focused its activities on European policy development, protection of undocumented migrant workers and promoting access the health care for undocumented migrants. In the framework of its project on health care, PICUM organised workshops with NGOs, health professionals and local authorities to support the exchange of good practices and to define lobbying strategies to mainstream undocumented migrants into social policies at national level. One of PICUM’s main objectives is to mainstream undocumented migrants in European policies on human rights, justice and internal affairs, social inclusion, migration, economic development in order to make the rights of undocumented migrants acknowledged and protected at the European level. To defend undocumented migrants’ human rights, in 2006 PICUM submitted comments, made presentations, and participated in seminars, conferences, specialized working groups and hearings. PICUM’s advocacy was carried out in different degrees towards European and national level governmental institutions. Changing public perception and preconceived ideas about undocumented migrants and their rights is an important aspect of PICUM’s activities. In 2006 PICUM continued its awareness-raising activities. One of the objectives has been to dispel myths about undocumented migrants and promote various ways to protect them. This priority is very much linked to priorities on exchange of information and advocacy: better information on undocumented migrants could contribute to a change of attitudes concerning undocumented migrants and could promote social change. While primarily based in Europe, PICUM’s network has started to include partners in the United States, the Caribbean, and some countries in Latin America and Asia. As a member of the Steering Committee of Migrants Rights International, PICUM has played an important role in contributing to networking of civil society organizations on the global level that defend migrants’ rights. Also through Migrants Rights International, PICUM played a key role in the civil society parallel events that were organized in September 2006 in New York during the UN High Level Dialogue on Migration and Development.
