Project " Assessment of the human rights impact of anti trafficking laws and measures", project code: JLS/DAP/2007-1/075 30-CE-0227595/00-89
I. Background
In January 2009 Aim for human rights and its project partners SCOT-PEP, La Strada International and La Strada Czech Republic in consultation with GAATW, Anti Slavery international and organisations working in the field of human rights, sex workers rights and migrant workers rights, start the 2-year project "Assessment of the human rights impact of anti trafficking laws and measures". The project is funded by the EU through the Daphne III program.
The purpose of the project is to:
1. provide NGOs with an instrument to analyse the human rights impact of anti-trafficking laws and measures. The instrument will contain practical guidelines and indicators to measure the impact on trafficked persons as well as other groups that are affected by anti-trafficking policies. NGOs will use the outcomes to lobby national governments and other relevant actors for policies that effectively respect and protect the human rights of the people concerned. In addition, the outcomes may be used as an input to, for example, shadow reports on the implementation of the core human rights treaties;
2. establish a sustainable structure to distribute the instrument and to support (grassroots) organisations in the application of the tool;
3. increase awareness and expertise on the human rights impact of anti-trafficking laws and measures. The application of the instrument should in itself have an awareness raising and mobilising effect for the users of the instrument and other involved groups, as well as for policy makers.
One of the first activities is an inventarisation of existing experiences related to human rights and anti-trafficking measures, leading to a draft tool to assess the impact of such measures. Aim for human righs invites experts to submit an offer for this assignment.
