“During the 1990s, policymakers from the major migration destination countries such as United States, Germany, Canada, Australia, the UK, France, Italy and Austria became increasingly concerned with the smuggling of migrants across their borders. Trafficking in persons, particularly, women and children for prostitution, presented a growing human rights issue and human smuggling came increasingly to be viewed as a security problem related to uncontrollable borders.” ''...First, I will review therelationship among international migration, mobility and security and describe the initialsteps taken after September 11, 2001 to increase security while maintaining internationalmobility. Second, I examine the development of European cooperation on migration andconsider the implications on the development of global regimes. Third, I examineinternational cooperation to combat human smuggling. Fourth, I describe theconsequences of increased international cooperation on travel documents and passengerdata exchange on a transatlantic basis as well as on a global basis within the InternationalCivil Aviation Organization. Fifth, I assess the prospects for the formation of a globalregime for mobility and security by focusing on leadership. Finally, I will explore thepossibility of linking cooperation on security to global cooperation on labour migrationunder the rubric of a General Agreement on Migration, Mobility and Security...''
