Summary
This policy brief aims at evaluating these concepts for temporary labor migration programs. It first looks at two historical cases of such programs and asks what kind of lessons could be learned from the German guest worker program and the Bracero Program of the United States. A second part examines circular migration as recommended by the EU Commission, a concept that is scientifically discussed in regard to the United States as well.
