Summary
The Department of State is required by law tosubmit a Report each year to the U.S. Congresson foreign governments’ efforts to eliminatesevere forms of trafficking in persons. This Reportis the sixth annual TIP Report. It is intended toraise global awareness, to highlight the growingefforts of the international community to combathuman trafficking, and to encourage foreigngovernments to take effective actions to counterall forms of trafficking in persons. The Reporthas increasingly focused the efforts of a growingcommunity of nations on sharing information andpartnering in new and important ways.Acountry that fails to make significant efforts tobring itself into compliance with the minimumstandards for the elimination of trafficking inpersons, per U.S. law, receives a “Tier 3”assessment in this Report. Such an assessmentcould trigger the withholding of nonhumanitarian,non-trade-related assistance fromthe United States to that country.In assessing foreign governments’ efforts, theTIP Report highlights the “three P’s”—prosecution, protection, and prevention. But avictim-centered approach to trafficking requires usequally to address the “three R’s”— rescue,rehabilitation, and reintegration.
