Summary
This overview is published in the framework of the project “Coping with Return: Methodology development and exchange of best practices on voluntary return assistance in the enlarged European Union with particular emphasis on vulnerable asylum seekers”. The project coordinated and implemented by the IOM mission in the Netherlands, was cofinanced by the European Commission, the Dutch Ministries of Justice and Foreign Affairs, IOM in the Netherlands, IOM in Belgium, IOM in Hungary, the Department of Justice, Equality and Law Reform in Ireland, IOM in Austria, Caritas Vienna, the Ministry of Interior of the Slovak Republic and Bureau of Border and Aliens Police in Slovakia. THE MANUAL is based on information which resulted from the working conference held on 7 and 8 November 2005 in Amsterdam, the Netherlands - which brought together over 70 return counsellors and delegates from ministries and NGOs from 19 European countries - and the outcome of 120 counselling case studies carried out during a 10-month research phase in seven different EU Member States: Austria, Belgium, the Czech Republic, Hungary, Ireland, Slovakia and the Netherlands. Chapter I will inform the reader of the conditions and setting of the project which resulted in this handbook by explaining the methodology, definitions and institutional framework used. Chapter II will detail the pre-departure counselling stage with additional emphasis on unaccompanied minors, returnees with health problems, as well as the victims of trafficking. The chapter provides both the view from the return counsellor and the returnee’s perspective. Chapter III will compile the best practices and recommendations that resulted from the working conference and the research period. These will be exemplified in Chapter IV by case studies performed in Austria, Belgium, the Czech Republic, Hungary, Ireland, the Netherlands and Slovakia. Chapter V concludes this manual with an overview of recommendations for counselling.
