- Summary
- In fundamental terms, the rapporteur has welcomed the Commission strategy, because the Commissioncommunication takes account of many of the recommendations made by civil societyorganisations. Nevertheless, the rapporteur has expressed her view that key aspects have been neglected andthat many of the calls made in the communication are half-hearted. She draws attention to theneed to scrutinise closely the way in which the EU and the Member States implement thecommunication, with a view to ensuring that its proposals do not simply look good on paperbut are actually put into practice.
