Summary
The Council of Europe Campaign to Combat Trafficking in Human Beings was launched in 2006 under the slogan “Human being – Not for sale”. The aim of the Campaign is to raise awareness of the problem of trafficking in human beings as well as possible solutions to it among governments, parliamentarians, local and regional authorities, non-governmental organisations and civil society. The Campaign should promote the signature and ratification of the Council of Europe Convention on Action against Trafficking in Human Beings [CETS No. 197], which is a practical tool for international co-operation to fight trafficking and assist states in developing effective national legislation and policies. Among the activities taking place in the context of the Campaign is a series of regional information and awareness raising seminars organised under the title “Action against trafficking in human beings: Prevention, protection and prosecution”. The first regional seminar took place in Bucharest (Romania)on 4 and 5 April 2006 in the framework of the Romanian Chairmanship of the Committee of Ministers of the Council ofEurope. In addition to the Romanian authorities, the followingcountries participated in the seminar: Austria, Bosnia andHerzegovina, Bulgaria, Croatia, France, Germany, Greece, Hungary,Moldova, Netherlands, Serbia and Montenegro, “theformer Yugoslav Republic of Macedonia”, Turkey and Ukraine.The main objectives of the seminar were:• To present the Council of Europe Convention on Actionagainst Trafficking in Human Beings as an efficient toolfor combating trafficking in human beings by means ofits multi-disciplinary approach incorporating measuresfor preventing trafficking, protecting the human rights ofvictims and prosecuting traffickers• To present and discuss measures and actions against traffickingin human beings taken at national level by theparticipating countries, in particular in the light of themulti-disciplinary measures of the Council of EuropeConvention on Action against Trafficking in HumanBeings.The seminar brought together nearly 40 participants. Itconstituted a valuable opportunity for participants to exchangeand share their experiences of national legislative measures andpolicies to combating trafficking in human beings.These proceedings of the seminar are prepared on thebasis of written contributions available in English. Therefore, regretfully,some valuable contributions from the Romanian representativesare not reflected.
