- This guidance is linked to the London Safeguarding Trafficked Children Toolkit 2011 (referred to here as the Trafficked Children Toolkit), which includes a number of additional tools to assist professionals in both assessing the needs of the child and the continuing risks that they may face, and referring their case to the competent authority (UKBA will fulfil this role for asylum cases, UKHTC for all other cases).
