Summary
The report highlights the European response to the North African crisis and criticises the poor response of the European states to the hundreds of thousands of displaced people due to the Libyan conflict.  Furthermore, the report analyses important developments in the internal EU asylum law and policy. The Report highlights that even though legal proceedings during the past year (such as the M.S.S. v. Belgium and Greece case before the European Court of Human Rights) have emphasized explicit structural defects within the Dublin Regulation, opposition from a majority of EU states, blocking efforts to reform the current system, leads to putting a disproportionate burden on countries at the EU's external borders.  The Report also notes that despite an official increase in the refugee recognition rate in Greece to 12.35% (including appeals) in the first seven months of the year, migrants and asylum seekers, including women and families with children, continued to be detained in inhumane conditions, while racist violence continues to be a very serious problem.
