Summary
The report sheds light on the gaps within the European Commission directorates between ensuring security and respecting basic freedoms. The report also includes detailed information obtained from country surveys in Greece, Italy, Malta and Spain, interviews with government officials and NGOs ad well as surveys with migrants. According to the findings of the report, currently there is no comprehensive EU policy or framework that specifically addresses mixed migration arrivals at the sea and land borders of the EU. The resulting gaps in policy, practice and accountability lead to inadequate respect for human rights of migrants at borders and insufficient acknowledgement of the critical link between border control and access to protection, including asylum.
