- The major aim of the new publication of the International Detention Coalition is to prevent unnecessary immigration detention and outline good practice examples of alternatives to detention from around the world. The handbook focuses on the increasing use of immigration detention as a migration management tool with refugees, asylum seekers and migrants often detained for prolonged periods, in conditions below international standards, denying basic human rights. Furthermore, the handbook presents a new model called Community Assessment and Placement model (CAP), which "highlights effective management of individuals in the community and assists governments to make informed decisions on appropriate placement, management and support options for refugees, asylum seekers and migrants
