Summary
The study analyses the implications of the European principle of solidarity and the fair sharing of responsibility in the field of border checks, asylum and immigration in terms of legal obligations and jurisdiction. The research also includes the views of senior officials in the EU regarding the scope and implementation of the solidarity principle. In addition, some practical solutions for the implementation of new solidarity mechanisms are identified. On asylum and protection, the study suggests that a country which lacks capacity to process a high number of asylum applications could be assisted under the auspices of the European Asylum Support Office (EASO) by asylum officers from other Member States. These asylum officers would process claims according to a pre-agreed EU procedure developed specifically for these cases, leading to acceptance or denial of an EU protection status. The Member States involved would accept people granted status according to a pre-agreed distribution key.
